The Co-op
The Concord Regional Solid Waste/Resource Recovery Cooperative (The Co-op) was formed in 1985 by the participating communities to provide for the long-term disposal of their solid waste through the construction of a centralized waste-to-energy facility.
The Co-op is a non-profit corporation constituting a political subdivision of the State that carries out a public purpose and an essential government function.
The Co-op consists of twenty-seven (27) communities including three (3) cities and twenty four (24) towns located in central and north-central New Hampshire.
The total population of the Co-op communities in 2004 was 169,000, approximately 15% of the total State population. Member communities are located in four counties—Belknap, Grafton, Hillsborough, and Merrimack.
The Co-op entered into a long term contact (20 years) in 1989 with Wheelabrator Concord Company (WCC) for the financing, design, construction, operation, repair, and maintenance of the waste-to-energy facility.
Following the adoption of the annual budget, a Co-op tipping fee is established for the upcoming year. These funds are appropriated annually to carry out the obligations of the Co-op. The current tipping fee is $42.55 per ton.
